Description:

As one of the enabling schemes for the Future Hospital development the aim of the project was to relocate the paper based medical records from the Jersey General Hospital to an offsite location allowing for the demolition of Gwyneth Huelin wing, to make way for the phased Future Hospital development.

This would also present an opportunity for the client to understand the movement of medical records to and from the various hospital departments, with the aim of creating more efficient workflows. A facility for the digitisation process was also to be provided in the new location, as a precursor of a ‘paperless’ Future Hospital.

Creation of a new medical records facility in the basement area of the Westmount Centre at Overdale, incorporating installation of filing storage, administration space and access for the movement of large volumes of files to and from the unit.

The new medical records library was to provide c. 3,200 linear meters of roller racking for storage and easy access of the medical files. The project also required the development of appropriate and robust security systems.

Understanding the ‘movement’ of medical files from the library to the various clinics and hospital departments required the undertaking of a comprehensive workflow audit. Using this information we assisted staff with the development of revised workflows and development of a new operational model; required as a result of the facility being located offsite[C1] . We identified the requirements for developing hub facilities to be incorporated in the main sites of the Future Hospital and Westaway Court. In close liaison with the medical records staff we developed a relocation plan and arrangements for transition while maintain the departments operations. Other challenges included ensuring an adequate ventilation system was designed for the new location and the structural integrity of the basement was sufficient to support the weight of the new ‘roller racking’ and their contents.

As a result of the Government of Jersey’s decision not to progress the Future Hospital project on the current site, this enabling scheme became unnecessary and therefore ceased.
